Somalia - Technical Assistance for Institutional Capacity Building on Agriculture Value Chain

In the framework of a new tender proposal, Agrer is currently looking for 2 Key Experts for the EU funded programme "Technical Assistance for Institutional Capacity Building on Agriculture Value Chain and Public-Private Partnership Development in South-Central Somalia".

Key expert 1 (KE1) : Team Leader and Agriculture Development expert

The Key Expert on Agriculture Development Policies and Strategies will be responsible to provide technical guidance and support to Ministries of Agriculture on capacity development, policy dialogue and strategic planning. It will also perform functions of Team leader coordinating the work conducted by the project team, ensure delivery of the requested services described in the ToR and also alignment with National priorities.

Qualifications and skills

  • The expert should hold a degree and/or advanced degree (certified Master or equivalent) in Agriculture or Public Sector administration related disciplines.. In the absence of requested degrees, the expert must have at least 15 years' of professional experience in consultancy and management of programmes in public administration capacity building and reform in the agricultural sector.
  • Excellent communication skills, both in written and spoken English. (Written and Spoken Somali language will be an added advantage)
  • Fully computer literate.

General professional experience

  • At least 15 years of professional experience in the development field.
  • At least 10 years’ experience in public sector environment with a focus on capacity building, of which at least 8 years’ in developing countries.
  • At least 3 years work experience in conflict context with weak institutions;

Specific professional experience

  • At least 10 years previous experience of carrying out assignments in the field of Policy and Strategic Technical Assistance on Agriculture Development;
  • At least one long tem assignment (more than 6 months) performed as international expert to the Ministry of Agriculture or equivalent in a developing country.
  • At least one long term assignment (more than 6 months) performed as a Team Leader of a pool of international and local experts.
  • Work experience in Somalia will be an asset.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

 

Key expert 2 (KE2) : Value Chain Analysis and Development

The Key Expert on Value Chain Analysis and Development will be responsible to coordinate and advice methodologically a participatory value chain analysis and development strategy and provide training and technical assistance to the Ministries of Agriculture and Ministry of Planning on value chain approach.

Qualifications and skills

  • The expert should hold a degree and/or an advanced degree (Master or PHD) in Economics fields or equivalent. In the absence of a degree, the expert must have at least 15 years' of professional experience in consultancy and management of programmes in economic development in developing countries.
  • Excellent communication skills, both in written and spoken English. (Written and Spoken Somali language will be an added advantage)
  • Demonstrated ability to nature and/or build effective partnerships with different partners, both public and privates, and promote participatory processes.
  • Demonstrated knowledge of the agricultural sector
  • Strong interpersonal, communication and network skills
  • Computer literate with additional expertise in statistical or other similar software is desirable

General professional experience

  • At least 15 years of professional experience in the development field.
  • Minimum of 5 years' experience managing Competitiveness, Market development, Private sector development (including PPPs) components of projects and Programmes.
  • At least one long term assignment (more than 6 months) performed in a conflict context with weak institutions;

Specific professional experience

  • A minimum of 7 years of experience working in agricultural value chains including value chain analysis;
  • At least one previous work experience on technical coordination of a value chain analysis working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;

Main tasks
Management of all aspects relating to FWC requests / missions :
- identification and selection of consultants,  negotiations of financial conditions,
- mobilization of experts / logistics,
- monitoring of missions and budget follow-up,
- quality control of outputs according to terms of reference ,
- preparation of invoices.
Other tasks
- Routine tasks such as updating database, filing records, preparation of commercial offers, translations;
- Research & analysis of business opportunities, and other business intelligence tasks.
Requirements
- Master degree – technical background would be an asset
- Bilingual French / English
- Familiar with Development Aid and EU policies
- Experience in the sector.
- Good knowledge of international funding agencies procedures would be a plus

- Good communication and negotiation skills

Ingénieur Chef de projet - responsable d’acquisition et de mise en œuvre de contrats de service internationaux

AGRER, bureau d’études spécialisé en études et assistance technique dans le cadre projets internationaux de développement.  Le Département Développement (DEV1) est actif dans les secteurs du développement agricole et rural, de la sécurité alimentaire, de la gouvernance publique et de l’appui institutionnel.   L’activité concerne principalement l’Afrique sub-saharienne, la zone de voisinage (ENPI/IPA-Méditerranée/Moyen Orient), certains pays des Balkans et d’Asie ainsi que des projets internationaux transversaux.

Pour renforcer son Département DEV1, AGRER recrute un(e) Chef de projet  responsable de :

  • Développer l’activité commerciale (analyse de marché, identification de nouveaux prospects et de partenaires, contact avec les clients, documentation, …) (*)
  • Elaborer des lettres d’intérêt et des offres de service : identifier et sélectionner des experts, négocier des accords de collaboration avec des partenaires, préparer des offres techniques et financières (*);
  • Participer à la négociation et à la finalisation avec les clients des contrats remportés;
  • Mettre en œuvre des contrats de services (*): monter et superviser des équipes d’étude et d’assistance technique, encadrer et fournir l’appui nécessaire aux experts, gérer les relations avec les clients et les partenaires, assurer le respect des engagements contractuels, contrôler au siège et sur le terrain la qualité des prestations et des livrables, faire le contrôle budgétaire etc. 

(*) Prioritairement dans les secteurs du développement (hydro-)agricole et rural, des infrastructures rurales, des chaînes de valeur agricoles, de l’aménagement du territoire.

De fréquents déplacements dans les pays d’activités du Département sont requis. Le chef de projet rapportera au Manager de Département DEV1. 

Formation :
Requis

  • Diplôme d’ingénieur (agronome, génie rural, civil,…) ou d’(agro-)économiste ou dans une discipline en relation avec les secteurs d’activités du département (niveau Master ou B+4 minimum)
  • Maîtrise du français et de l’anglais.
  • Excellente maitrise de l’informatique classique (MS office notamment)

Expérience:
Requis
Minimum 5 années d’expérience professionnelle dont au moins deux années en études, mise en œuvre et/ou acquisition de projets internationaux ou dans le domaine de l’aide au développement ;

Atouts

  • Expérience dans les pays d’activités du département, et en particulier l’Afrique;
  • Expérience en bureau d’études ou cabinet d’ingénieurs-conseils ;
  • Connaissance des stratégies, procédures et modalités d’exécution des principaux bailleurs de fonds internationaux ou banques de développement ;
