In the frame of an ongoing tender, we are currently looking for a Team Leader, based in Beijing, for 27 months.

 

Qualifications and skills

  • University degree at Master’s level or equivalent in a discipline relevant to the scope of the assignment (e.g. political science, public relations, public diplomacy, communication, etc.).   
  • High proficiency of written and spoken English at C1 level or equivalent
  • Excellent oral and written communication and presentation skills required for communicating convincingly in a trust-building manner with a wide range of stakeholders
  • Strong analytical and diplomatic skills
  • Strong reporting and article drafting skills
  • Proven familiarity with new/multi/social media
  • Strong and proven people management skills to lead, motivate, and manage multi-cultural teams and individuals towards delivering high-quality results
  • Strong computer literacy skills
  • Eye for detail and accuracy, to ensure high-quality standards for the implementation and impact of all activities

General professional experience

  • Minimum 10 years of general professional experience in a sector relevant to the scope of the assignment.

Specific professional experience

  • Minimum 5 years of specific professional experience (included in the 10 years of general professional experience) in the fields of public and cultural diplomacy, communication, public relations, marketing, or international negotiations
  • Minimum 2 years of experience in a management/leadership position
  • Minimum 5 years of working experience in China
  • Provision of expertise of minimum 9 months in at least 1 project implying the knowledge of European Union affairs and public diplomacy in international relations

Assets

  • Experience in working with the public diplomacy sector in China, with networks of Chinese and European think-tanks, academia, media, cultural institutes and other relevant organisations
  • Fluency in written and spoken Mandarin Chinese

Sierra Leone - Public Finance Experts

In the frame of a bid currently under preparation, we are currently looking for 2 long-term experts (550 working days) :

Team Leader and senior public financial management expert

  • A degree in Economics, Accounting, Finance, Development studies or relevant discipline, or equivalent experience. Postgraduate qualification preferred.
  • Ability to understand the political environment and build strong relationships with Government to achieve results.
  • Fluency in written and spoken English
  • Strong team leadership skills, including ability to create, motivate and manage a strong team, drive the strategic vision of the project, identify opportunities for impact and link up members of the team on joint tasks as appropriate
     
  • minimum 12 years of professional experience in public finance management reforms in developing countries
  • at least 5 years and preferably 10 years of experience within a ministry or public service/organization either as a public official/employee or external advisor/consultant in the context of Public Finance Management systems and reform processes such as: Strategic reporting on implementation and monitoring & evaluation of development strategies/plans; Development, revision and/or implementation of results monitoring frameworks; PFM reform strategies and reporting frameworks; Budget planning and formulation at Ministry of Finance or Sector Ministry level; Government accounting and reporting, including experience with the International Public Sector Accounting Standards; Budget planning and execution, including at the sector level (education and agriculture); Accounting and financial reporting; Public procurement reform; Payroll cleaning and manpower planning
  • Proven experience in the context of European Union budget support procedures.

  • Proven mentoring and advisory skills and an ability to ensure transfer of knowledge and skills in a PFM related context.

  • Experience working on PFM reform in developing countries, preferably in Sierra Leone or West Africa.

  • Experience as team leader on a project of similar size and scope, preferably in a similar context.

  • Experience in motivating and managing a team and driving a strong vision of work objectives throughout the life of the project.

Deputy Team Leader and senior public financial management expert

  • A degree in Economics, Accounting, Finance, Development studies or relevant discipline, or equivalent experience. Postgraduate qualification preferred.

  • Ability to understand the political environment and build strong relationships with Government to achieve results.

  • Fluency in written and spoken English.

  • Skills in team management and project monitoring preferred but not essential.

  • A minimum of 10 but preferably 12 years’ experience in public financial management or related. Experience across a range of PFM areas beneficial, including experience in several of the following areas:

    • Monitoring and Evaluation of national development and sector plans.

    • Supporting PFM Reform efforts, including monitoring, training and reporting.

  • Experience carrying out EU budget support eligibility assessments, including performance indicators and data verification.

  • Proven mentoring and advisory skills and an ability to ensure transfer of knowledge and skills in a PFM related context.

  • Experience working on PFM reform in developing countries, preferably in Sierra Leone or West Africa.

Chef de Projet Département « Environnement »

Le Département Environnement réalise des études et projets en matière de gestion durable des ressources naturelles (forêts, ressources marines et côtières, eau, etc), de changement climatique (adaptation, atténuation, REDD+ …), d’études d’impact environnemental et social et d’économie circulaire.

AGRER recherche pour soutenir son Département Environnement un(e) Chef de Projet, qui sera chargé(e) de :

  • Développer l’activité commerciale
  • Elaborer des lettres d’intérêt et dossiers d’appel d’offres
  • Négocier les contrats remportés avec les clients.
  • Mettre en œuvre les contrats 

Formation : 

  • Diplôme supérieur dans un domaine lié à l’environnement, la bio-ingénierie et/ou le changement climatique.
  • Très bonne maîtrise du français et de l’anglais.

Expérience :

  • Expérience confirmée (minimum 10 ans) en matière d’acquisition et gestion d’un portefeuille de projets dans le domaine de la coopération au développement, de préférence liés à l’environnement dans sa globalité.
  • Un bon réseau de contacts parmi les bailleurs et clients est indispensable.
  • Expérience dans la gestion d’équipes.
  • Excellente maitrise des logiciels standards Microsoft Word, Excel, PowerPoint et utilisation d’Internet.
  • Requiert une présence permanente à Bruxelles

 

Personnalité :

  • Caractère sociable et dynamique
  • Excellent sens commercial et de responsabilité, bonnes capacités de négociation.  
  • Aptitude à gérer les problèmes de manière indépendante et à travailler de façon flexible avec des délais courts et sous pression.
  • Disposé à voyager fréquemment (environ 1 semaine par mois)
